Case No. PU-07-270: On June 8, 2007, Montana-Dakota Utilities Co., filed an application for a Certificate of Public Convenience and Necessity to construct and operate a natural gas distribution line to serve US BioEnergy, a new ethanol production facility currently under construction near Hankinson, North Dakota. Case No. PU-07-152: On April 11, 2007, TransCanada Keystone Pipeline, LLC (TransCanada) filed an application for a certificate of public convenience and necessity (PCN) under N.D.C.C. chapter 49-03.1 to construct and operate the Keystone Pipeline in Cavalier, Pembina, Walsh, Nelson, Steele, Barnes, Ransom, and Sargent Counties of North Dakota. Case No. PU-06-525: On December 15, 2006 Northern States Power (NSP) filed a Notice for Change in Rates for Natural Gas Service under North Dakota Century Code Section 49-05-05 and North Dakota Administrative Code Section 69-09-01-26. The company proposes a $2.8 million or 3.0 percent increase in its annual North Dakota Natural gas revenues. The proposed rates would affect the Company’s service to all of its approximately 43,600 retail natural gas customers in the State of North Dakota. Case No. PU-06-491: On November 17, 2006, in Case No. PU-06-491, MDU Resources Group, Inc. (MDU), and its Divisions, Montana-Dakota Utilities Co. and Great Plains Natural Gas Co. filed an application for authorization to acquire the stock of Cascade Natural Gas Corporation. Both Montana-Dakota Utilities Co. and Great Plains Natural Gas Corporation provide utilities service in North Dakota. Case No. PU-04-578: On November 2, 2004, Northern States Power Company (NSP) filed an application to increase its rates for natural gas service by an amount sufficient to provide increased total annual revenue of $1,280,232. NSP proposes to change natural gas rates for residential customers by increasing the Basic Service Charge per month from $5.50 to $8.50 and by decreasing the Distribution Charge per therm from $0.12480 to $0.12388. NSP proposes to increase natural gas rates to small interruptible customers by increasing the Distribution Charge per therm from $0.07310 to $0.07740. NSP proposes to increase natural gas rates to large interruptible customers by increasing the Distribution Charge per therm from $0.04390 to $0.04632. NSP proposes to change natural gas rates to commercial and industrial service customers by changing the Basic Service Charge per month from $14.00 to $20.00 and changing the Distribution Charge per therm from $0.11280 to $0.10120. Case No. PU-04-97: On March 3, 2004, Montana Dakota Utilities Co. (MDU) filed an application to increase its rates for natural gas service by an amount sufficient to provide increased total annual revenue of $3,334,226. MDU proposes to increase distribution delivery charges for residential service by 3.5% and firm general service by 2.3%. MDU proposes no increase in rates for service to interruptible customers or the Minot air force base. MDU estimates the proposed increase for a residential customer would average about $31.45 per year. MDU’s proposed rate changes would not affect the cost of purchased gas, which is separately recovered through the purchased gas adjustment billing provision.
